Out of this tragedy grew the faith. Seething with a potent mix of rage and grief, relatives of the victims formed a group called "Victims of Pan Am Flight 103" to seek redress and revenge. They had no shortage of targets. Besides the unidentified bombers, there was Pan Am's lax security and the U.S. government 's failure to notify passengers of a bomb threat. One member described himself as his dead son's "instrument of vengeance."
