Over the years, the rift has not only deepened, but spread. At last count, there were no less than four groups of Lockerbie relatives, each with its own agenda. Even something as simple as a memorial for the victims sparks controversy. When President Clinton dedicated a cairn for the Lockerbie victims at Arlington last November, a group of relatives calling itself "Terrorism Watch: Pan Am 103" pointedly boycotted the ceremony, angry over the government's failure to extradite the suspected bombers from Libya.
